REQUEST TO WITHHOLD INFORMATION FROM THE PUBLIC FOR A SUPPLEMENTAL LETTER ON THE ELECTROSLEEVE LICENSE AMENDMENT REQUEST FOR CALLAWAY PLANT (TAC NO. MB1214)

Union Electric Company (the licensee) submitted an application dated February 15, 2001, for a license amendment to delete part of paragraph d.1.j)2) in Technical Specification (TS) 5.5.9, "Steam Generator (SG) Tube Surveillance Program," that requires all SG tubes containing an Electrosleeve, a Framatome proprietary process, to be removed from service within two operating cycles following installation of the first Electrosleeve. This requirement was incorporated in TS 5.5.9 in Amendment No. 132 issued May 21, 1999. The first Electrosleeve tube was installed in the Fall of 1999, and the two-cycle allowance will expire in the Fall of 2002.

During the NRC staffs review of the license amendment request, the licensee has submitted the supplemental letters of November 7, 2001, and March 3, 2002. In both letters, the licensee has responded to requests for additional information from the staff. In the November 7, 2001, letter, part of the information provided in Attachment 5 to the letter is considered proprietary and Framatone ANP has requested the NRC to withhold the proprietary information from the public.

The request to withhold the information was submitted in the attached e-mail dated December 5, 2001. The affidavit submitted in the e-mail is Attachment 2.
