PROPRIETARY REVIEW OF SAFETY EVALUATION DATED SEPTEMBER 13, 2002, FOR LICENSE AMENDMENT NO. 153 FOR THE CALLAWAY PLANT REGARDING STEAM GENERATOR ELECTROSLEEVE TUBE SURVEILLANCE (TAC NO. MB1214)

Union Electric Company (the licensee) submitted an application dated February 15, 2001, for a license amendment to amend Technical Specification (TS) 5.5.9, "Steam Generator (SG) Tube Surveillance Program," to remove the requirement that all SG tubes containing an Electrosleeve, a Framatome proprietary process, had to be removed from service within two operating cycles following installation of the first Electrosleeve. This requirement was incorporated in TS 5.5.9 in Amendment No. 132 issued May 21, 1999. The first Electrosleeve tube was installed in the Fall of 1999, and the two-cycle allowance will expire in the Fall of 2002.

The staff issued Amendment No. 153 to remove the restriction that all SG Electrosleeve tubes had to be removed from service within two operating cycles following installation of the first Electrosleeve tube. The amendment was issued September 13, 2002, and requested, pursuant to Section 2.790 of TItle 10 of the Code of Federal Regulations (10 CFR), that the licensee review the safety evaluation (SE) dated September 13, 2002, enclosed with the license amendment to determine if there is proprietary information in the SE. The licensee was requested to identify by e-mail to the staff as soon as reasonably possible if there is proprietary information, and follow the e-mail by a letter that identifies such information line by line and defines the basis pursuant to 10 CFR 2.790.

The licensee contacted the staff by the attached e-mail and included the letter dated September 16, 2002, from Framatome ANP to the licensee that stated the SE contained no proprietary information.
