LIC-109 Acceptance Review (Unacceptable for Review with Opportunity to Supplement) - Callaway Plant, Unit 1 - License Amendment Request - Final Resolution to address concerns of GSI-191 - EPID L-2021-LLA-0059 Attachments: LIC-109 Supplemental Information.docx

Dear Mr. Elwood:

By letter dated March 31, 2021 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21090A184), Ameren Missouri (the licensee) submitted a license amendment request for Callaway Plant, Unit 1. The proposed amendment request is needed for Ameren Missouris final resolution to addressing the concerns of Generic Safety Issue (GSI-191), "Assessment of Debris Accumulation on Pressurized-Water Reactor Sump and Performance," and for responding to Generic Letter (GL) 2004-02. The purpose of this email is to provide the results of the U.S.

Nuclear Regulatory Commission (NRC) staffs acceptance review of this amendment request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

Consistent with Section 50.90 of Title 10 of the Code of Federal Regulations (10 CFR),

an application for an amendment to a license (including the technical specifications) must fully describe the changes requested, and following as far as applicable, the form prescribed for original applications. Section 50.34 of 10 CFR addresses the content of technical information required. This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations. The NRC staff has reviewed your application and concluded that the information listed in the enclosure is necessary to enable the staff to make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements for the protection of public health and safety and the environment.

In order to make the application complete, the NRC staff requests that the licensee supplement the application to address the information requested by mutually agreed upon date. This will enable the NRC staff to begin its detailed technical review. If the information responsive to the NRC staffs request is not received by the mutually agreed upon date, the application will not be accepted for review pursuant to 10 CFR 2.101, and the NRC will cease its activities associated with the application. If the application is subsequently accepted for review, you will be advised of any further information needed to support the staffs detailed technical review by separate correspondence.

Please arrange a clarification teleconference with the NRC staff to discuss the requested supplemental information.

If you have any questions, please contact me. Thanking you, Sincerely, Mahesh Chawla, Project Manager Plant Licensing Branch IV Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission ph: 301-415-8371 ODORL/LPL4/PM DORL/LPL4/BC JDixon-NMChawla Herrity D5/4/2021 5/4/2021

REGULATORY BASIS FOR REQUEST 10 CFR 50.46 requires that plants are able maintain adequate long-term core cooling to ensure that the fuel in the core can be cooled and maintained in a safe and stable configuration following a postulated accident. GL 2004-02 requested that licensees provide information confirming that their plants are in compliance with the regulation. During its acceptance review of the licensees submittal the NRC staff identified that it required additional information to confirm the licensees evaluation. The required information is identified below.

SUPPLEMENTAL INFORMATION NEEDED FOR THE AMENDMENT REQUEST The licensee did not provide the information required for the NRC staff to complete its review of the in-vessel area. Items specifically requested in the in-vessel guidance, U.S. Nuclear Regulatory Commission Staff Review Guidance for In-Vessel Downstream Effects Supporting Review of Generic Letter 2004-02 Responses (ML19228A011), are not included in the submittal. Missing information includes:

a. WCAP-17788-P, Revision 1, Comprehensive Analysis and Test Program for GSl-191 Closure, chemical test group that is representative of the plant
b. Fuel design
c. Details on the method used to calculate the debris amount at the core inlet (how was the time dependent filtration function developed and why it is acceptable compared to the WCAP-17788 filtration method?)
d. Evaluation of chemical effects timing vs. Hot-leg switchover (HLSO) timing (Note that it appears that chemicals may occur at 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> and HSLO is at 13 hours1.50463e-4 days <br />0.00361 hours <br />2.149471e-5 weeks <br />4.9465e-6 months <br /> which requires additional evaluation.)
e. Alternate Flowpath resistance comparison between the plant and the WCAP-17788 model
f. Minimum Emergency Core Cooling System flow per Fuel Assembly.
