Dear Mr. Elwood:

By letter dated September 28, 2021 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21272A167), Union Electric Company, doing business as Ameren Missouri (the licensee, submitted a license amendment request (LAR) for Callaway Plant, Unit No. 1 (Callaway). Pursuant to Title 10 of Code of Federal Regulations (10 CFR) Section 50.90, Application for amendment of license, construction permit, or early site permit, and 10 CFR 50.67, Accident Source Term, the licensee requested to incorporate the alternative source term dose analysis methodology into the Callaway licensing basis and to revise Callaway Technical Specifications 3.7.10, Control Room Emergency Ventilation System (CREVS);

5.5.11, Ventilation Filter Testing Program (VFTP); and 5.5.17, Control Room Envelope Habitability Program.

An acceptance review was performed to determine if there was sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. By letter dated November 30, 2021 (ADAMS Accession No. ML21319A006), the NRC staff provided the results of the acceptance review as Unacceptable with Opportunity to Supplement, and included a request for supplemental information. In order to make the license amendment application complete, the NRC staff requested that the licensee supplement the application to address the information requested in the enclosure of the letter by December 1, 2021. By letter dated December 1, 2021 (ADAMS Accession No. ML21335A451), the licensee submitted the requested supplemental information.

In a letter dated December 10, 2021 (ML21342A333), NRC provided staffs acceptance of this amendment request for review and provided an estimated date for completion of the project by December 10, 2022. Following is the list of activities which have taken place since the acceptance of this LAR.

  • On June 2, 2022 (ML22154A012), the NRC staff issued a request for additional information (RAI).
  • On July 5, 2022 (ML22186A103), the licensee submitted a response to the RAI.
  • On September 1, 2022 (ML22244A167), the licensee submitted a revised RAI response.
  • On October 4, 2022, a clarification call was held with your representatives to discuss the draft second round RAIs, which were provided to you by email on September 20, 2022.

During this call, you confirmed our observation that incorrect default input values were used in your ARCON96-NAI dispersion modeling calculations. During the clarification call, I informed you of a potential delay in the schedule due to the time needed for you to correct the values and for NRC to review the corrections.

  • On October 14, 2022 (ML22287A095), the NRC staff issued the second round RAIs.
  • On December 8, 2022 (ML22342B264), the licensee submitted a response to the second round RAIs.

The NRC staff is in the process of reviewing the December 8, 2022, supplement. The email is to inform you that due to the large number of onsite dispersion modeling files that were corrected and other licensee-identified corrections, additional time is needed to complete the NRCs review The staff has developed a revised schedule with a new date of completion. The NRC staff now expects to complete its review by September 29, 2023. If the review staff determine that no additional RAIs are needed, the NRC may be able to complete this project by June 30, 2023. The change in the estimated completion date was discussed with and approved by the Deputy Director for the Division of Operating Reactor Licensing. These estimates are based on the NRC staffs additional review of the application, and they could change due to several factors including requests for additional information or unanticipated addition of scope to the review. Any significant changes in the forecasted hours and/or the forecasted completion date, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager.
