UNITED STATES NUCLEAR REGULATORY COMMISSION REGION IV 1600 E LAMAR BLVD ARLINGTON, TX 76011-4511 July 1, 2014 MEMORANDUM TO: Dan H. Dorman, Acting Director Office of Nuclear Reactor Regulation FROM: Marc L. Dapas, Regional Administrator/RA/

Region IV

SUBJECT:

CALLAWAY PLANT, UNIT 1 LICENSE RENEWAL APPLICATION On December 15, 2011, Union Electric Company (Ameren Missouri) requested to renew the operating license for Callaway Plant, Unit 1 in accordance with 10 CFR Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants. With close coordination and support from your staff in the Division of License Renewal, my staff completed an inspection at Callaway Plant, Unit 1 in accordance with the guidance in Inspection Manual Chapter 2516, Policy and Guidance for the License Renewal Inspection Program, and Inspection Procedure (IP) 71002, License Renewal Inspection. Based on the results of their inspection activities, my staff verified that Ameren Missouri implemented the scoping methodology and established aging management programs in conformance with the descriptions contained in the Ameren Missouri application for license renewal. Through sampling inspections my staff verified that the existing and planned aging management programs are acceptable and that the applicant provided the required documentation in an auditable and retrievable form. During the subject inspection, my staff identified some issues that the applicant subsequently resolved satisfactorily. The inspection results are documented in Inspection Report 05000483/2012009, dated November 20, 2012 [ML12328A053].

Based on the results of our inspection activities, we have determined that Ameren Missouri completed or has plans to complete programs and activities related to the license renewal of Callaway Plant, Unit 1 in substantial agreement with docketed commitments and regulatory requirements. Within the inspection scope described in IP 71002, Ameren Missouri demonstrated the capability to manage the effects of aging, so in that context, we conclude that there is reasonable assurance that the Ameren Missouri aging management programs provide an adequate foundation for renewing the license for the Callaway Plant, Unit 1 for an additional 20 years.
