Happy Friday! Thanks so much for sharing the FCC rulemaking efforts link.
Regarding your request for information (RFI), FEMA Regional Administrators make the initial significance determination and generally handle these types of changes as non-significant.
The proposed changes should have been highlighted to FEMA HQ in order to assess how to assist the region with any appropriate engineering analysis to support the proposed changes.
Nevertheless the Region assessed and based upon our qualitative and quantitative analyses, agree that the siren height change would not rise to the level of a significant change for the following reasons:
the type of system was not changed or removed, the same sirens are being used, there was no change in siren location same locations are being used, and lastly overall system was not reduced in capability for the EPZ population (this is a regulatory trigger).
Hope that helps. We will clean up the language in the RPM update for 2023. Have a great weekend.

Question from our (NRC) RIV EP Inspectors related to the Callaway siren height issue:
Would this modification constitute a significant change per 44 CFR 350.14? If so, would it have been reviewed/evaluated by the FEMA Region or would it have needed FEMA HQ review/evaluation?
