Dear Mr. Daley:

This letter is being submitted pursuant to 40 CFR 61.150 (d)(4) and in accordance with your letter dated July 1, 1994 confirming that Virginia Power's procedure for tracking low-level radiologically contaminated asbestos waste (RCAW) is acceptable for maintaining compliance with the National Emissions Standards for Hazardous Air Pollutants (NESHAP) regulations. This letter is also a follow-up to the telephone conversation on February 14, 1997 between Ms. Racine Leonard, Asbestos and Lead Coordinator for the Environmental Protection Agency and Mr. Earnest H. Greene of Virginia Power's Environmental Policy and Compliance Department.

On December 19, 1996, RCAW (Shipment S-96-1005) was shipped from North Anna Power Station to Scientific Ecology Group, Incorporated (SEG). A copy of the asbestos waste shipment record is attached for your review. Once the interim process is complete, the waste will be shipped to Barnwell Waste Management Facility in Barnwell, South Carolina for final burial. The interim process is not complete and the signed waste s~pment record was not returned to North Anna Power Station within 35 days. On December 27, 1996, SEG issued a letter to Virginia Power's North Anna Power Station acknowledging receipt of the RCAW shipment. The waste shipment is still located at SEG.

Due to an administrative error, Virginia Power failed to notify your office within the required 45 day time period. The procedure will be changed to ensure that this failure to notify does not happen again.

Once North Anna Power Station receives the waste shipment records, and the signed original from 1(

Barnwell, the Environmental Policy and Compliance Department will be notified and then will notify the Environmental Protection Agency that the outstanding waste shipment record has been received and closed.
