Virginia Water Control Board Piedmont Regional Office 2201 W. Broad Street Richmond, VA 23230 Re: SURRY POWER STATION - OIL SPILL

Dear Mr. Jenkins:

This letter serves to.update you on an oil spill at Surry Power Station reported on January 9, 1989.

On January 9 at approximately 11:00 a.m., station personnel reported a small oil sheen in the upper end of the statton discharge canal. This was attributed to parking lot runoff. Apparently, residual amounts of oil (less than 1 pint) flowed into a storm drain and on to the discharge canal. While no discrete mechanical failure could be identified, a small sheen was observed on the paved area near heavy, equipment located at the high level intakes. *

  • The Water Quality Department is planning discussions with the station to investigate possible remedies to this type of situation.

An absorbent "sock" was in place at the mouth of the storm drain but since personnel were having some difficulty recovering this oil, an additional boom was stretched across the canal's width just below the drain. Absorbent pads were used to complete the cleanup and the boom removed.

Since the cooling water discharge canal is a concrete lined conveyance, designated as waste stream outfall 001 in our NPDES permit VA0004090, it-*

does not constitute state or navigable waters. Since oil was not observed to leave the concrete lined portion of the canal or reach the James River, we believe that this occurrence does not constitute a reportable oil spill. The information contained in this letter is provided voluntarily to keep the Board informed of occurrences whkh may be of interest.
