Dear Mr. Jenkins:

On July 11, 1989, the Water Quality Department was notified by station personnel that a die-off of fish was evident in the uppermost end* of the discharge canal. This event was subsequently reported to you on the above date by Mr. Glenn Bishop of my staff and Mr. Bruce Easley at Surry Power Station.

As was discussed, it is estimated that approximately 200 fish, primarily catfish and gizzard shad, were affected. At the time we learned of this incident, Unit 1 was operating at approximately 65% load, having reached and maintained this level since late afternoon on the previous day.

Aside from the elevated canal temperature resulting from the start-up of Unit 1, no abnormal operating circumstances were evident which could be related to this event. It is possible that the affected fish did not leave the upper end of the discharge canal at the time of start-up and were subsequently trapped and died due to temperature shock. A boat survey of the James River in the station vicinity conducted immediately after notification to your office indicated that this occurence was limited to the above area and that there was no observable impact to the James River.
