CHANGE IN DISCHARGE OR MANAGEMENT OF POLLUTANTS

Dear Ms. Cook:

As Daniel James of my staff has discussed with you and Ray Jenkins, this is to notify you of a minor change in discharge or management of pollutants at Surry Power Station. The change will involve the rerouting of piping for an existing non-contact, once through cooling water stream identified as Charging Pump Service Water.

This piping change will also involve a portion of the piping currently used for the Unit 1 Recirculation Spray Heat Exchanger discharge; Outfall 201.

New piping is to be installed on the downstream side of the Charging Pump Service Water system to replace degraded wrought iron pipes. Since a portion of the old piping is buried, and to avoid additional penetrations into the cooling water tunnel, the new piping will be tied into the distal portion of an existing pipe that carries the Unit 1 Recirculation Spray Heat Exchanger discharge to the tunnel.

The effect of this change with respect to the VPDES permit will be that the reference point for the end of Outfall 201 will be moved upstream in the pipe to the new point of connectipn with the Charging Pump Service Water piping. This will only be a theoretical change and will have no actual or practical impact on any aspect of the operation, discharges or monitoring of Outfall 201 since the sampling point in this system is farther upstream in the piping.

Outfall 201, an intermittent discharge, will still be sampled at the same location as in the past. There will be no changes in volume, frequency, concentrations or nature of contaminants in either the Outfall 201 discharges nor in the non-contact, once through cooling water involved in the Charging Pump Service Water system. This discharge is currently, and will remain, a portion of the Outfall 001 discharge.

Ms .. Camille Cook August 30, 1995 Page 2 In evaluation of the change with respect to the requirements of Part III of the current VPDES permit, we note the following issues:

The discharges involved are internal to the main station discharge to state waters and enter the cooling water flow in the same vicinity as the current internal outfall. Subsequent discharge to state waters will be via the same outfall as authorized in the current permit.

No new pollutants will be introduced, either internally or at the ultimate discharge to state waters. No increases in either concentrations or volumes of contaminants previously identified will be involved.

There will be no change in volume or character of pollutants being introduced. The change will constitute only minor alterations in internal management of flow routes.

No activities associated with this change are expected to occur that will result in any discharge of any toxic pollutant, either limited by the permit or not.

In consideration of the above issues in interpretation of the requirements of Part III of the current permit, it would appear that the implementation of the imminent change in discharge or management of pollutants should be acceptable without modification of the current permit or other formal action. Your concurrence to clarify the issue would be appreciated.
