GROUNDWATER CERTIFICATE #SE-016C
Dear Dr. Sinha:
As was discussed during your inspection visit to the Surry Power Station yesterday, this letter is to request modification of the subject groundwater withdrawal permit. The requested modification is to specifically allow monthly flow meter readings to be used in calculation of daily water use in lieu of daily meter readings.
The groundwater withdrawal permit requires that "(d)aily water use must be recorded and reported to the Board *** " but does not state that these data must be determined by daily meter readings.
In accordance with a longstanding agreement between Virginia Power and the Board's staff, since 1984 the method used to determine daily grorindw~ter use has been calculation from monthly meter readings of the wells' flow meters.
Copies of the related correspondence have been previously provided to you.
In light of the prior agreements with the Board's staff and the fact that the present method of determination of daily water use rates has been accepted practice for over eight years without indication from the Board's staff that o~ner methods were preferred, we feel that the recent Notice of Violation was issued in error and should be rescinded.
In discussions earlier today with Mr. John Roland and Mr. Kyle Winter, it was indicated that the Office of Enforcement is in agreement with our request to rescind the Notice. It is our understanding that submittal of this request for permit modification will allow the station to continue with the present monthly meter readings for calculation of daily use without the issuance of further Notices of Violations while the modification request is being processed.
