Dear Mr. Frye:

In order to ensure continued access to deep water in the James River, Virginia Power plans to undertake maintenance dredging of the existing intake channel at the Surry Power station. The proposed dredging is to remove siltation from the channel to maintain previously permitted dimensions. The hydraulic dredging operation will deposit spoils into an established upland disposal site on the power station's property.

Enclosed is a Joint Permit Application for the proposed dredging project. This proposal is for the sanie as-needed maintenance dredging for which a permit was issued April 25, 1986. That permit expired March 31, 1991.

Contacts at the State Water Control Board have indicated that maintenance dredging may potentially be permitted for a longer term basis than the 5 years of our previous permit. If so, we request that any requisite permit(s) issued cover as long a time frame as allowable; the need for periodic maintenance dredging at the Surry Power Station intake channel will continue. for the foreseeable future.

Recent soundings of the channel indicate that maintenance <;lredging is needed in the immediate future. Surry-Power Station requires barge access through the channel to ensure availability of spent fuel casks for the independent spent fuel storage installation.

Therefore, we request that any required actions by the various permitting agencies be as expeditious .as possible and that any restrictions placed on this activity be as permissive as possible so that the work may proceed directly to provide continued support of cask shipments.
