Dear Mr. Williams:

This letter is in response to the questions raised while discussing Surry Power Station's "Fire Watch Training Program" and the DAPC open burning notification requirements (120-04-4004 B.) during a telephone conversation with Mr. Wed Nedlock, DAPC Inspector on May 7, 1992. Also discussed were the occasional fire extinguisher classes to be conducted at the Virginia Power District and Division offices within DAPC Region V and the associated open burning notifications.

The "Fire Watch Training Program" provides station personnel with hands-on fire extinguisher use training. Normally there will be one to two classes scheduled per week. A possible exception would be during scheduled outages (which typically last 10 weeks); in order to train the contractor personnel three classes per week may be necessary. A maximum of 15 people may atte.nd a class.

Recertification is required annually for the balance of the plant license. These classes are in response to OSHA and NRC requirements.

During the class approximately two and a half gallons of diesel oil

  • are put into a six and a half, square feet, four inches deep pan.

Approximately two cups of unleaded gasoline are used to ignite the oil. The fire is expected to burn intermittently for approximately 20 minutes with decreasing flames. During this time the students practice fire control with CO 2 and multi-purpose extinguishers.

Occasionally a District or Division office will request the Virginia Power Fire Training Center to come to their location to conduct a fire extinguisher training class. In this case approximately two to three gallons of diesel oil and one gallon of unleaded gasoline will be burned in half of a 55 gallon drum. The fire burns intermittently for 20-30 minutes.

Vernon Williams Page No. 2 May 28, 1992 The open burning notification rule requires Virginia Power to notify and obtain the approval of the regional director prior to conducting the training exercise. In the case of Surry Power Station, in order to reduce the number of standard notification calls to your office we would like to propose an annual notification to cover the many individual required notifications.
