Dear Mr. Richwine:

This is '.o provide additional information concerning the oil spill report previous.y made by telephone to the staff of the State Water Control Board in relation to our Surry Power Station.

At 0768 on the morning of June 16, 1984, a possible oil spill in the station's cooling water discharge canal was reported to station operations personnel. The station employee who reported the original sighting was apparently located in an elevated observation tower near the back of the discharge canal, and upon his report, other personnel were dispatched to assess the nature of the spill. Station personnel were then unable to find any oil within the canal or at the permanently deployed containment boom near the end of the discharge canal. We are therefore unable to confirm the original report of oil spillage, nor can we deny the accuracy of the original report.

Since no oil was observed upon close inspection, no source could be pinpointed for the possible spill. However, as a precautionary measure, the level control system for the unit one turbine basement sump was tested. This was found to be operating satisfactorily.

The spill as described by the employee making the original sighting was a "small sheen". We feel that the amount of oil involved, if any, was a very small quantity. No adverse environmental impact resulting from this reported spill has been observed by station personnel.
