Dear Mr. Stell:

This is in response to your letter of November 14, 1995, that included the reports of the laboratory and technical inspections at Surry Power Station on September 28, 1995. The following actions were taken to address the items noted during the inspection and reflected in the laboratory report:

1. TSS filter washing- The written procedure was changed to indicate 3 washes with 20 ml portions rather than 10 ml. As noted during the inspection, the actual procedure being used employed 20 ml wash portions. The error was in the written procedure.

2. TSS drying time verification- Procedures were changed to ensure that the annual drying time verification tests be conducted, and documented, using samples from each outfall that requires TSS analysis.

3. TSS sample filtration time- As recommended during the inspection, a notation that the sample filtration time is to be limited to 10 minutes was added to the bench sheet and the appropriate changes were made in the procedure.

4. pH electrode storage solution- The manufacturer has been contacted to clarify their application of the term "storage" with respect to daily use and to determine the appropriate buffer conditions for use in this laboratory. If necessary, the procedures in use will be adjusted to comply with the manufacturer's instructions. Meanwhile, the pH 7 buffer will be used as noted during the inspection.

5. 4-Hour composite samples- The bench sheet notations previously used indicated three-hour time periods but samples were taken at the beginning and end of the time period, for a total of 4 samples, one hour apart. Since this may be confusing, future notations will indicate the starting time for the 4-hour composite sampling.

6. DMR Frequency of analysis- The June 1995 DMR checked by the inspector indicated "2/M" in the Frequency of Analysis column for pH and River Intake pH. The actual frequency that month was 3/M. This discrepancy was simply the result of a clerical oversight and is not expected to recur.
