Dear Mr. Ippolito:

Pursuant to 10CFR50.90, Nebraska Public Power District requests that the following Technical Specifications be modified to permit spira! unload / reload of the reactor fuel at Cooper Nuclear Station:

1. Table 3.2.C, page 61 and 62a
2. Specification 3.3.B.1, page 94a
3. Specification 3.10. A.2, page 203
4. Specifications 4.10. A.3, 4.10. A.4 and 4.10. A.5, page 204
5. Specifications 3.10.B.2, 3.10.B.3 and 4.10.B, page 205
6. Specification 3.10.B.4, page 205a
7. Specification 3.10/4.10 Bases, pages 207 through 209b (page 206 is not being revised and is included only to ensure spacing continuity)

The proposed changes are requested to permit the core to be unloaded and reloaded without the use of a large number of control blade guides. This will significantly reduce the number of items that rpust be moved over the fuel during refueling. Since Cooper Nuclear Station has ready access to only 12 double blade guides that have been modified in accordance with General Electric Service Information Letter No. 247, the changes will also have the effect of preventing the potential breakage of blade guide handles and the resultant potential loss of fragments of the handles in the reactor vessel.

'Page 2 Cooper Nuclear Station is scheduled to begin a refueling outage on March 15, 1980. It is intended to unload the entire core to facilitate feedwater sparger modifications, control rod replacement and/or shuffling, and LPRM replacement. Your prompt consideration of this change would be appreciated. We would like to have the change issued by February 15, 1980 because any disapproval of this change would significantly impact the Nebraska Public Power District. This change and its acceptability was discussed with Mr. H. Vander Molen of the staff November 5, 1979.

The proposed Technical Specification changes are as indicated on the attached revised Technical Specification pages. Also attached is a CNE reactor core layout showing the location of incore detectors .

The proposed changes have been reviewed by the Station Operations Review Committee and the Safety Review and Audit Board and have been judged to be a Class III Amendment.

Payment in the amount of $4,000 is enclosed.
