The purpose of this letter is to withdraw letter No.AEP:NRC:1070A dated February 3, 1989, that constituted an application for amendment to the Technical Specifications (T/Ss)for the Donald C.Cook Nuclear Plant Unit 2.We propose to modify T/S Table 3.2-1 (DNB Parameters) such that the reactor coolant system flow rate is expressed on a volumetric rather than a mass basis.The February 3, 1989, application has been superseded by letter No.AEP:NRC:1071E dated February 6, 1990.In compliance with the requirements of 10 CFR 50.91(b)(l), copies of this letter have been transmitted to Mr.R.C.Callen of the Michigan Public Service Commission and the Michigan Department of Public Health.This document has been prepared following Corporate procedures that incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.
