Dear Mr. Powers,

This letter acknowledges receipt of your March 19,1999 response to our Notice of Violation and Proposed imposition of Civil Penalty dated October 13,1998. At the pre-decisional enforcement conference that was held on May 20,1998, you acknowledged the characterization of the violations and on November 24,1998 remittad a check for payment of the civil penalty. Based on your ongoing program, process and organization improvements, the Office of Enforcement agreed to your requests for extensions for your response. j The NRC has performed a preliminary review of your response and finds that it meets the provisions of 10CFR2.201. We intend to perform a more detailed review of the responses to the violations as part of the NRC's restart review.
