Dear Dr. Murley:

This letter is submitted as a supplement to the January 3,

1990, letter, AEP:NRC:1112, to the commission certifying that a Fitness for Duty Program has been implemented at the Donald C.

Cook Nuclear Plant.

The amendment serves to clarify when the more stringent cut-off levels adopted for the Cook Nuclear Plant program apply.

All drug and alcohol specimens processed through the laboratory normally used by the Cook Nuclear Plant will continue to be tested under the more stringent cut-off level of 50 ng/ml for the presence of marijuana metabolites.

We will also continue to test for the presence of benzodiazepines and barbiturates at the cut-off level of 300 ng/ml.

The Cook Nuclear Plant, however, will accept drug and alcohol screening results completed by contractors,

vendors, or other utilities in accordance with minimum testing requirements established by 10 CFR Part 26.
