Dear Dr. Hurley:

Pursuant to discussions with your staff, the purpose of this letter is to request withdrawal of the proposed technical specification (T/S) changes submitted via our letter AEP:NRC:1107 dated

December, 1989.

The changes we requested in our letter AEP:NRC:1107 were intended to clarify ambiguities that exist in the T/Ss for Mode 6

refueling.

These changes were categorized into four types:

Clarification of Mode 6

Clarification of Applicability of T/Ss Clarification of the Intent of T/Ss Changes to Reflect Industry Norms Our request for these changes was in response to a recommendation from your staff.

However, since this issue is currently being addressed by the new standardized technical specifications, your staff has now recommended that we withdraw our request.

This document has been prepared following Corporate procedures that incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.
