to Generic Letter (GL) 98-01 Supplement 1,

YEAR 2000 READINESS OF COMPUTER SYSTEMS AT NUCLEAR POWER PLANTS Gentlemen:

The purpose of this letter is to respond to the Nuclear Regulatory Commission's (NRC) request for information regarding Year 2000 (Y2K) readiness at nuclear power

plants, Generic Letter (GL) 98-01 requested a response on the status of facility Y2K readiness by July 1, 1999.

On January 14,

1999, the NRC issued Supplement 1 to GL 98-01 to modify the request for information in the original generic letter.

The Supplement stated:

"In responding to this supplement to GL 98-01, the addressee should confirm Y2K readiness of the facility with regard to those systems within the scope of the license and NRC regulations, and those systems required for continued operation of the facility after January 1,

2000.

For those systems which are not Y2K ready as of July 1,

1999, the addressee should provide a status and completion schedule for achieving readiness by the year 2000."

In response, Indiana Michigan Power Company (1&M) is voluntarily reporting facility readiness for Donald C.

Cook Nuclear Plant (CNP) as outlined in Supplement 1 to GL 98-01 in lieu of the more limited response required in GL 98-01.

C0699-02 Attachment 1 is the Year 2000 Readiness Disclosure for

CNP, reporting the status of facility Y2K readiness.

This voluntary disclosure is submitted in accordance with the guidelines of the "Year 2000 Information and Readiness Disclosure Act" (Public Law 105-271).

Attachment 2 identifies those actions committed to by I&M in this submittal.

Year 2000 Readiness Disclosure Consistent with Generic Letter 98-01, Supplement 1,

Indiana Michigan Power Company has conducted a year 2000 readiness program similar to that outlined in "Nuclear Utility Year 2000 Readiness",

NEI/NUSMG 97-07.

The Y2K readiness program has been completed through the detailed assessment phase for systems required for operation of the Donald C.

Cook Nuclear Plant (CNP) facility.

The following remediation remains to achieve year 2000 readiness at the facility:

Program/Embedded System:

The present Meteorological Information and Dispersion Assessment System (MIDAS) uses a computer that will not be Y2K ready.

A design upgrade is in progress to install new computer hardware and software that is Y2K ready.

Replacement Schedule:

Complete installation 2.

Y2K test and verification 11/29/1999 12/15/1999 Impact:

If MIDAS were to fail due to a

Y2K event, entry into a

technical specification action statement would be required.

Meteorological information can be manually obtained from the meteorological towers and transmitted to the control room.

Risk Assessment:

The risk of this not being in place or failure after installation is extremely low.

However a

Contingency

Plan, in accordance with "Nuclear Utility Year 2000 Readiness Contingency Planning",

NEI/NUSMG 98-07, has been prepared.

Upon completion of the MIDAS remediation, we will have reasonable assurance that the CNP facility will be Y2K ready.

Further, contingency plans have been developed to mitigate the impact of X2K-induced events at key rollover dates.

In addition to the. year 2000 readiness

program, CNP is presently performing activities that identify items needed for restart and continued safe operation of the facility.

The processes used for identifying these items include:

Functional Area Readiness

Programmatic Readiness It is possible, although unlikely, that a system or systems may be discovered as a result'f the reviews/programs listed

above, that have not been considered by the year 2000 readiness program and that fall under the scope of the license and NRC regulations or are required for continued operation of the facility after January 1,

2000.

If such an item is identified, an addendum to this letter will be provided to the Nuclear Regulatory Commission expanding our response to address the item.
