Dear Dr. Murley:

This letter transmits the additional information requested by your staff on our administrative controls technical specification (T/S) change request (AEP:NRC:0659M dated August 25, 1989, and AEP:NRC:0659P dated December 12, 1989). This information only clarifies the information provided in our previous submittals. The revised proposed T/S pages are in the attachment to this letter.

. An exemption to the qualification requirements of ANSI N18.1-1971 for the Operations individual on the Plant Nuclear Safety Review Committee (PNSRC) should have been included in T/S 6.5.1.2. The Operations Superintendent currently fills this position, and he has held a Senior Operator License at the Cook Nuclear Plant. This exemption is in compliance with T/S Sections 6.2.2. and 6.3.1, which state that the Operations Superintendent, must have held a Senior Operator License. We are therefore requesting that this exemption be included in the qualification requirements for the PNSRC Operations individual.

At the discretion of the PNSRC chairman, an individual who currently holds a Senior Operator License will be present when topics are reviewed that warrant the presence of a Senior Operator-licensed individual. Therefore, we believe that we meet the intent of ANSI 18.1-1971 and that this is not a substantial change to the T/S changes proposed in our previous submittals ~

9 Dr. T. E. Murley AEP:NRC:06590 In addition, since amendments have been approved since our AEP:NRC:0659M submittal that impact AEP:NRC:0659M pages, we are resubmitting certain pages as follows:

o Page 6-4. Approval to delete Section 6.4.2 was granted in Amendments 133 and 118 for Units 1 and 2 respectively.

o Page 6-13 'pproval to add Section 6 '.4 was granted in Amendments 134 and 119 for Units 1 and 2 respectively.

Ve are proposing that this section be renumbered to Section 6.8 ' to accommodate the changes being proposed in AEP:NRC:0659M.

o Page 6-18. Approval to delete special report (h),

"Inoperable Fire Rated Assemblies, Specification 3 '.10,"

was granted in Amendments 130 and 115 for Units 1 and 2 respectively. The remaining references have been renumbered accordingly.

Also, Amendments 130 and 115 for Units 1 and 2, respectively, contained pages in Sections 3/4.3, 3/4.4. 3/4.7, 3/4.11 and 3/4 '2 that impact our AEP:NRC:0659M submittal. Since so many pages were affected, we are resubmitting the Section 3/4 pages now applicable to the AEP:NRC:0659M submittal. You may replace in entirety the previously submitted Section 3/4 pages with those attached.

Due to the extensive changes that will be required to plant procedures upon receipt of this amendment, we hereby request an implementation period of six months.

This document has been prepared following Corporate procedures that incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.
