Dear Dr. Murley:

This letter is to inform you that we have completed the RHR pump long-term corrective action for NRC Bulletin 88-04, "Potential Safety Related Pump Loss." The long-term corrective action is to normally operate with the RHR cross-tie valves closed. This will make the miniflow circuits for each RHR pump independent, thereby removing the potential for deadheading the weaker pump.

Revisions to plant procedures for operating with the RHR cross-tie valves closed were approved on March 22, 1990. Both units are now normally operating with the RHR cross-tie valves closed.

Our SER approves closing either the SI cross-tie valves or the RHR cross-tie valves, but not both at the same time. When the SI cross-tie valves need to be closed for testing or maintenance, the RHR cross-tie valves would be opened for that period of time.

Administrative controls have been established for protecting the RHR pumps in this situation when deadheading is possible. This does place an additional administrative burden on the control room operators. A study is planned to evaluate alternative actions that may be taken for protecting the RHR pumps. We will inform your staff prior to implementing any alternative action resulting from this study.

As stated in our submittal AEP:NRC:1065B dated December 11, 1989, the long-term resolution for the motor-driven auxiliary feedpumps will be completed during the refueling outages scheduled for 1992.
