Dear Dr. Murley:

The purpose of this letter is to provide a response to your letter of July 25, 1990 regarding commitments we had made in response to Generic Letter 88-14. Specifically, it was requested that we confirm the staff's understanding of two commitments that had been made in our letters of February 24, 1989 (AEP:NRC:1075) and March 23, 1989 (AEP:NRC:1075A).

The two commitments identified in your letter and our response to each are as follows:

(1) NRC Position "You have committed to establish a formal air dryer performance monitoring program from the informal procedure being developed at the time of your initial response. This program is intended to change the emphasis of your program from acceptance testing toward reliability enhancement."

Comment We confirm our agreement with the above statement.

Dr. T. E. Murley AEP:NRC:1075B (2) NRC Position "You have stated that simulator training incorporating loss-of-air scenarios was to be supplied to all licensed and non-licensed plant operators beginning in 1989.

This training is intended to supplement classroom training begun in 1988."

Comment The intent of our statement is that we will provide simulator training to all licensed operators under the requalification program and as part of our replacement program to non-licensed operators preparing to take the NRC licensing examination.

We affirm that we will provide simulator training as described under item (2) below.

Based on our commitments, the status of these two program upgrades is given below for your information:

Air Dr er Performance Monitorin Pro ram Indiana Michigan Power, Donald C. Cook Nuclear Plant procedure +*12 THP 6040 PER.005, "Control Air Performance Tests," Revision 4, was revised on June 1, 1989 to establish a performance monitoring program.

Revision 5, under the new title "Control Air Performance Monitoring" changed the focus of the previous revision from performing required maintenance to coordinating needed preventative maintenance through MHI 5030, "Preventative Maintenance and Environmental Qualification Program," by documentation and inspection during routine tours. These changes were also made in accordance with recommendations of INPO SOER 88-01.

(2) 0 erator Simulator Trainin Incor oratin Loss-of Air Scenarios As part of our licensed operator requalification program, Lessen Plan RQ-S-1474, "Loss of Plant/Control Air," was first conducted during a requalification training cycle beginning on October 12, 1989. This included simulator training on a partial and complete loss of plant and control air. The loss-of-air simulator scenarios are also planned for the training cycle beginning on November 26, 1990. Additional simulator training for licensed operators will be determined based on a needs analysis.

Dr. T. E. Murley AEP:NRC:1075B Lesson Plan RO-S-0702, "Loss of Plant/Control Air, PTS,"

was presented to our licensed operator replacement class (non-licensed operators preparing to take the NRC licensing exam) during the period April 11 through April 25, 1989, and is a regular part of our replacement program. This lesson plan also includes simulator training on a partial and complete loss of plant and control air. Please note that non-licensed operators do no receive simulator training unless enrolled in a replacement class.

This document has been prepared following Corporate procedures that incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.
