Cook Nuclear Plant (CNP) Updated Final Safety Analysis Report (UFSAR) update as required by 10 CFR 50.71(e), and a report of changes, 10 CFR 50.59(b)(2) .

tests and experiments as required 'y As a result of plant restart activities, 1&M has grouped UFSAR changes into three categories. The first category includes UFSAR changes implemented between January 22, 1997, and January 22, 1999. The second category includes UFSAR changes that became effective subsequent to January 22, 1999, were determined to be acceptable, and were ready for reporting at this time. These two categories of changes are included in Attachment 1 to this letter.

The third category involves previously identified UFSAR changes that, as part of restart-related discovery efforts, have been deemed to require additional review and resolution. These issues are being resolved as part of our restart efforts and, therefore, will not be included in the UFSAR update, at this time. The previous 10 CFR 50.59 report submitted May 14, 1998 (Reference 2), addressed the calendar year 1997. Attachment 2 addresses the period January 1, 1998 through January 22, 1999, exclusive of items being resolved as part of our restart effo ts. I&M will complete evaluation of items excluded from the attached 10 CFR 50.59 report and submit a supplementary 10 CFP, 50.59 report with the UFSAR restart submittals committed to in Reference 1, addressing these changes as appropriate. identifies new commitments made within this submittal. Further, as specified in 10 CFR 50.4 (b) (6), enclosed are ten additional copies of the UFSAR update.
