Dear Dr. Murley:
On March 29,
- 1987, the NRC issued Generic Letter 87-07, "Information Transmittal of Final Rulemaking for Revisions to Operator Licensing
- 10 CFR 55 and Conforming Amendments."
This letter stated that licensees may substitute an accredited training program for initial and requalification training programs previously approved by the NRC by certifying that the substitute training program is both accredited and based upon a systems approach to training.
The Cook Nuclear Plant recently completed the final element of selection and analysis of licensed operator tasks for requalification training, using a systematic approach.
In accordance with the requirement of Generic Letter 87-07, certification is hereby made that training programs for both initial licensing and requalification training of operators and senior operators at Cook Nuclear Plant Units 1 and 2 are (1) accredited by the Institute of Nuclear Power Operations (INPO),
and (2) based on a systems approach to training, as defined in 10 CFR Section 55.4 and by applicable INPO guidelines.
The date of original accreditation of the operator training programs is October 15, 1986.
We understand that this certification permits us to utilize the options detailed in 10 CFR Sections 55.31 (a) and 55.59 (c).
This document has been prepared following Corporate procedures that incorporate a reasonable set of controls to ensure its accuracy and completeness prior to signature by the undersigned.
