Docket Nos. 50-361 and 50-362 San Onofre Nuclear Generating Station Units 2 and 3 Reference is made to my letter to you dated March 22, 1982, which was submitted for the purpose of keeping the Nuclear Regulatory Commission (NRC) informed about the resolution of the Federal Emergency Management Agency (FEMA) Findings on emergency planning. Several letters were referenced in the letter but were not enclosed. Accordingly, the following letters are enclosed for your information:

1) Letter to Mr. Ken Nauman, FEMA, from Mr. F. K. Massey, Southern California Edison (SCE), dated March 25, 1982. This letter supersedes the February 24, 1982 letter referenced.
2) Letter to Mr. Ken W. Nauman from Mr. R. J. Coleman, City of San Clemente, dated February 263 1982.
3) Letter to Mr. Ken Nauman from Mr. R. J. Coleman, Chairperson, Interjurisdictional Planning Committee, dated January 29, 1982.
4) Letter to Mr. R. H. Engelken, NRC, Region V, from Mr. K. P. Baskin, dated March 2, 1982.

to provide the NRC with additional information regarding the resolution of '

FEMA Findings on emergency planning. By letter dated January 29, 1982, Mr. R. J. Coleman submitted to Mr. Ken Nauman, FEMA, an update of the l continuing program made by local jurisdictions on the San Onofre Nuclear Generating Station Plan. In that letter, Mr. Nauman was informed, among other things, that all jurisdictions, with the exception of Orange County, have received their equipment (from SCE).

Subsequently, Mr. Nauman was informed by letter from Ms. Barbara J. ,

Fox, County of Orange, datec March 4,1982, that all equipment requested from J SCE for the enhanced implementation of the County of Orange incident Response Plan to the San Onofre Nuclear Generating Station has been delivered and received by the County of Orange from SCE.

s Mr. Frank Miraglia May 20, 1982 By letter dated March 31, 1982 from Mr. K. P. Baskin to Mr. Frank Miraglia, SCE provided the NRC with 63 copies of its functional description of I the upgraded emergency support facilities for San Onofre Nuclear Generating Station. This report, which is not enclosed, clearly indicates that the communications system for the new Emergency Operation Facility (EOF) will be equal to or better than the communications system for the interim EOF. Tne operating procedures currently implemented for the interim EOF will be adapted for the new EOF prior to the operable date for the new EOF.

Finally, on April 15, 1982, an Offsite Emergency Response Plans Exercise was held regarding the San Onofre Nuclear Generating Station. By letter dated May 3,1982, Mr. Robert L. Vickers, FEMA, submitted the FEMA Findings and Evaluations on this exercise to Mr. F. K. Massey. Overall, FEMA observations concluded that all jurisdictions reflected an adequate or better capability to respond to an offsite emergency at San Onofre Nuclear Generating }

Station. The May 3,198? letter is enclosed.

On May 14, 1982 the Atomic Safety and Licensing Board (ASLB) in its Initial Decision, authorized the Director of Nuclear Reactor Regulation to issue full-power licenses for San Onofre Units 2 and 3, subject to certain '

conditions. It is SCE's belief that the information enclosed with this letter provides sufficient information for the NRC to confirm to the ASLB that ASLB conditions C.3 and C.4 on page 215 of the ASLB Initial Decision have been satisfactorily resolved.

Siren Test s On February 'k a,1982, a letter was sent to Mr. Ken haman, Project Of ficer, FEMA Region 17, with detailed information regarding siren tests which were pertornec curing the week of January 25,19E2.

Our siren acoustic test results (preliminary) car be s mr.ari ze d i n two major categories. First, all the sirens but one were found tc be operable. Certain problems relating to sirens 'trippinc out" are being corrected through replacement of starters, f uses, etc. to ensure reliability.

Based on these fincings, the sirens were turned over to the of fsite agencies along with keys and operating instructions. le expect to correct the electrical deficiencies by June 1,1982.

Mr. Frank Mi raglia 2 March 22, 1982 Secondly, we found that the sound output was lower than that rated by the manuf acturer (Sentry Siren); ranging f rom 0.3 to 12.7 decibels low. We are conoucting adcitional special siren tests in an acoustical laboratory. As soon as these test results are corpleted, we will make a decision with respect to any actions that can be taken to inprove the sound level of the sireos. We expect to improve the sound levels by June 1,1982.

Of f site Emergency Training Program

On February 26, 1982, a revised San Onof re Of f site Emergency Training Program was sent to FEMA Region IX. The training program, which has been cevelopec by the IPC, encorpasses all of 1982 and the fir st quarter of 1983, culminating in our 1983 annual exercise. The sibmittal included documentation of training conected to date, as well as provisions for annual upcating of the program.

Tne training reflects NUREG 0654 requirements as well as locelly identified needs. The program is subject to revision as new requirements are icentifec anc as everts occur outside control of the IPC. The program has been ceveiere: in cocrcination with IPC member agencies, inclucing State OES anc FEPA.

Emergency Plars/Ocerating Procecures Py letter catec January 29, 1982 FEMA was sent revised copies of the IPC's respective Agreements, Interjurisdictional Procedures anc revisec San Onctre Pespcase Plans. These doctrner.ts were submitted ty the City of San Clemente, City of Sar. Juan Capistrano, County of Orange anc County of San Diege thrcugr the IPC.

Energency Exercise In response to a January 13, /1982 letter f rom Mr. R. H. Engelk an, a lette was sent to Mr. Engelken Nrch'2,1982 (copies to FEMA Region 1X and State OES; with a description of the exercise scenario, anticipated licensee and of f site agency actions.

The f elicMng areas are required to be demonstrated of f site during the /pril 15, 1982 Limitec Emergency Exercise:

1. E0r/0NC Operation to incluce raciological monitoring.
2. Interjuriscictional coordination and decision making.

3 Ccmunications.

FEMA agrees with the above scope for the exercise. Theref ore, the scenario, as reflectec in the Nrch 2,1982 letter, is scaled to meet these objectives. Fee ser, we are scheduling a contaminated injury onsite drill in late Nrch te ensure compliance with huREG-0654 as it relates to onsite annual recuirervnts.

Mr. Frank Miraglia March 22, 1982 In addition, an Ingestion Pathway drill is to be held on perch 25, 1982. The crill will involve activation of one radiological response team f rom Orange County. This team will report field saspie results to the ODAC Coordinator via racio connonications. They will then return samples to the E0F/0DAC area.
