InourJune15,1984lettertoyouwerequested technical exemption fortwoareasof10CFR50AppendixR.Theseareasinclude(1)ventilation ductpenetrations notsuppliedwithfiredampers,and(2)seismicgapsbetweenthecontainment andauxiliary buildings.

AttachedisSupplement 2totheMaroh3,1983,Reportentitled"SafeShutdownCapability Assessment andProposedModifications" fortheD.C.CookNuclearPlant.Thissupplement, preparedbyourConsultant Engineering PlanningandManagement, Inc.(EPM),isadetailedengineering evaluation whichprovidesjustification forthetechnical exemptions requested inourJune15,1984letter.Thefollowing summarizes thefindingsoftheattachedevaluation.

VENTILATION DUCTS:Theevaluation concludes that;,becauseofalowcombustible loadingoflessthan15minutesinallapplicable fireareas/zones, thelocationofsafeshutdowncomponents/circuits andthedetection andsuppression systemsavailable inthesubjectfirearea/zones, adequateprotection fromductrelatedfiredamageisprovidedandsafeshutdowncapability isensured.Asdiscussed withyourstaff,theevaluation includesfiveadditional ventilation ductpenetrations withoutfiredampers,thatalsorequiretechnical exemptions.

Mr.HaroldR.DentonAEP:NRC:0692USEISMICGAPS:Theevaluation concludes that,becauseofthedistancebetweenfireareas/zones, lowcombustible loading,thelocationofcombustible loadingand/orthepresenceofdetection andsuppression systemswithintheareas/zones, theseismicgapscanbeleftasdiscussed inthereportwithoutcompromising thecapability oftheplanttobesafelyshutdownintheeventofafire.Inaddition, inourJune15,1980letterwecommitted toreviewwhethertheanalysesperformed toshowthattheauxiliary buildingwouldnotbeaffectedbytheconsequences ofHighEnergyLineBreakstookcreditforavailable reliefareaassociated withseismicgaps.Thisreviewhasshownthattheseanalysesdidnottakecreditfortheseismicgaps.However,thegapswereconsidered inthestructural analysis.

Thisletterhasbeenpreparedfollowing Corporate procedures whichincorporate areasonable setofcontrolstoinsureitsacouracyandcompleteness priortosignature bytheundersigned.
