Dear Mr. Leonard:

SUBJECT:

Limits of Operation at Shoreham Nuclear Power Station This is in response to your letter of July 24,1985 (SNRC-1194) in which you described ycur interpretation of the power limit in license NPF-36 for Shoreham. Paragraph I.C.(1) of the license states that you are authorized to operate the Shcreham facility at core power levels not to exceed 121.8 megawatts thermal (5% power). TFe NRC staff interprets this limit to refer to any planned operation of the reactor by the Long Island Lighting Company.

You should not deliberately initiate any tests or transients which might be j expected to cause reactor power to exceed 5%.

With regard to the question of whether power spikes above 5%-constitute a violation of your license, we expect that if such a spike were to occur, you would place the reactor in a safe, stable condition. Furthermore, you should report the event to us within four hours, perform an evaluation of its l

causes, and obtain our concurrence before resuming further operations. The need for enforcement action in such cases would have to be determined individually, taking into consideration all aspects of the specific event.
