Oyster Creek Nuclear Generating Station Docket No. 50-219 Technical Specification Change Request No. 66, Rev. 1 By letter dated September 12, 1978, we sutmitted Technical Specification Change Request No. 66 to Provisional Operating License No. DPR-16, appendix A.

The enclosed revision 1 to Technical Specification Change Request 66 revises our original submittal in its entirety. Please substitute the enclosed revision in place of our original Technical Specification Change Request No. 66. The revision does not change the intent of our original request, but provides more specific language for control of high radiation area access.

This revision has been reviewed and approved by the Station Superintendent, the Plant Operations Review Cmmittee, and an Independent Safety Review Group in accordance with Section 6.5 of the Oyster Creek Technical Specifications.

As the review fee for Change Request No. 66 has been paid as per our letter of September 12, 1978, and this revision does not change the original intent, therefore no additional fee is required.

OYSTER CREEK NUCLEAR GENERATING STATION (DOCKET No. 50-219)

PROVISIONAL OPERATING LICENSE NO. DPR-16 Applicant hereby requests the com=ission to change Appendix A of the above captioned license as follows:

To change section 6.13.1 to provide alternate means of complying with 10CFR20.203(c)(2)

4. Discussion:

The proposed change to section 6.13.1 provides alternate means of controlling radiation exposure to individuals working in high radiation areas during times when heavy traffic into such areas can be expected. The method proposed in 6.13.1 (c) provides positive control of access and radiation exposure without impeding egress from the area. This change is proposed pursuant to 10 CFR 20.203(c)(5) which allow; licensees to apply to the Commission for approval of methods not included in 10 CFR 20.203(' c)(2) and (4) for controlling access to high radiation areas. In conjunction with the limits and conditions specified in the required radiation work permit, this specification assures that radiation exposures are as low as is reasonably achieveable.

i. Records of reviews performed for changes made to procedures or equipment or reviews of tests and experiments pursuant to 10 CFR 50.59.

6.10.3 Quality Assurance Records shall be retained as specified by

the Quality Assurance Plan.

6.1} RADIATION PROTECTION PROGRAM Procedures for personnel radiation protection shall be prepared consistent with the requirements of 10 CFR Part 20 and shall be approved, maintained and adhered to for all operations involving personnel radiation exposure.

6.12 (Deleted) 6.13 HIGH RADIATION AREA 6.15.1 In lieu of the " control device" or " alarm signal" required by paragraph 20.203(c)(2) of 10CFR20, each high radiation area in which the intensity of radiation is greater than 100 mrem /hr but less than 1000 mrem /hr shall be barricaded and conspicuously posted as a high radiation area and entrance thereto shall be controlled by requiring issuance of a Radiation Work Permit (RWP).*

An individual or group of individuals permitted to enter such areas shall be provided with one or more of the following:

a. A radiation monitoring device which continuously indicates the radiaticn dose rate in the area.
b. A radiation monitoring device which continously integrates the radiation dose rate in the area and alarms when a pre-set integrated dose is f received. Entry into such areas with this monitoring device may be made after the dose  !

rate levels in the area have been established and  ;

personnel have been made knowledgeable of them. .

c. A health physics qualified individual (i.e. qualified in radiation protection procedures) with a radiation dose rate monitoring device who is responsible for providing positive exposure control over the activities within the area and who will perform periodic radiation surveillance at the frequency specified in the RWP.

The surveillance frequency will be established by the llcalth Physics Supervisor.

6-29 6.13.2 Specification 6,.13.1 shall also apply to each high radiation area in which the intensity of radiation is greate; than 1000 mrem /hr. In addition, locked doors shall be provided to prevent unauthorized entry into such areas and the keys shall be maintained under the administrative control of operations and/or radiation protection supervision on duty.
