Box 12C), Green Scy, Wisconsin 54305 February 23, 1979 Division of Operating Reactors Of fice of Nuclear Rt. actor Regulation U. S. Nuclear Regula ory Commission Washington, D. C. 10555 Attention Mr. A. Schwencer, Chief Operating Reactors Branch #1 Gentlemen:

Docket 50-305 Operating IJ .ense DPR-43 Implementation of 10 CFR 73.55 The requirements of 10 CFR 73.55 become eff.ective today with the exception of those specific matters extended to an e ffective date of August 1 1979, by the Commission during its meeting of Fobruary 8,1979. On January 30, 1979, we submitted the revisions to the Kawaunee Plant Security Plan agreed upon by members of the NRC review team and members of the WPS staff. To date we have not received formal approval of that proposed plan, but have proceeded with major modifications and procedure development efforts.

The modifications and equipment installations are basically complete and the security systems are functional. The attachment to this letter addresses the status of the Kewaunee Nuclear Power Plant relative to the security requirements of 10 CFR 73.55.

The attachment to this letter is considered exempt from disclosure according to 10 CFR Section 2.790; and, therefore, it is requested that the enclosures not be placed in the Public Document Room.
