Interim 10CFR50.55(e) Report: Misapplication of g- Potter-Brumfield Type MDR Relays (CDR 85-00-19)

Dear Sir:

In Reference (b), we reported a 10CFR50.55(e) deficiency regarding Potter-Brumfield Type MDR Relays.

Description of Deficiency The subject relays are a part of the Westinghouse Solid State Protection System (SSPS). Contacts of the relays are used in a number of Valcor de solenoid valve circuits where they must function to interrupt highly inductive de current in order to de-energize the solenoids.

During startup testing of the SSPS, arcing occurred across the MDR relay contacts for the steam dump valves. The heat generated by this arcing subsequently melted a nylon cam in the relay causing the relay not to return to its normal state.

This deficiency in the result of the misapplication of the MDR relay in circuits where it is used to interrupt current beyond its rating. Although p the above described deficiency involved nonsafety-related steam dump valves,

this same deficiency could exist in approximately 19 other Valcor de solenoid valve circuits which are required to perform safety functions.

United States Nuclear Regulatory Commission Attention: Mr. Richard W. Starostecki Page 2 Safety Implications The failure of these safety-related relays could prevent eouipment from performing its intended safety function.

Corrective Action The corrective action associated with this deficiency is to convert these de circuits to ac and take advantage of the higher ac interrupting rating of the_MDR relay contacts. Rectifier assemblies will be added into the circuitry to convert the ac back to de to operate the de solenoid valves. We will inform Region I when the corrective action is completed.

This letter in being filed pursuant to the interim reporting provisions of 10CFR50.55(e)(3).
