recognized and documented that efforts had ot:urred to upgrade the level of off-site emergency preparedness, the detailed information that was ,

! provided confirmed and further clarified the extent of those upgrading and i enhancement efforts, and reflected a licensee commitment of significant l resources in this area. In addition, we acknowledge that the additional  ;

! information that was provided demonstrated that the licensee has been '

) successful in resolving most of the Emergency Response Facility Appraisal open items. However, because of issues raised during the assessment i l period (i.e. , 1988 scenario problems; EAL weaknesses; and NAS equipment ,
