Vendor Technical Information Program Status

Dear Sir:

This letter provides additional information on our program for vendor technical manual control, as well as an update of our efforts to address the associated concerns identified in IR 89-05 (Reference (b)). Specifically, those actions already taken to improve our program are described, as well as actions planned for the remainder of this year.

1. An upgede to the plant programmatic procedure for vendor technical manual control, AP-0075, has been prepared and implemented to provide more detail in the review, handling, and control of vendor technical information. This ensures that vendor manuals received on new equipment, and new or updated manuals received for existing equipment, are processed in a controlled, consistent manner.

2. A master inventory of vendor technical manuals, located within the plant and Yankee Nuclear Services Division (YNSD) engineering offices has been completed. The inventory involved uniquely identifying each manual and entering relevant information onto a computer data base.

3. A review of the safety-related plant procedures relative to mechanical and electrical equipment surveillance and maintenance and instrumentation surveillance, calibration and maintenance has been completed. This review identified all vendor manuals referenced or used in the performance of the individual procedures.

4. Having completed these base line tasks, a detailed work instruction has been written and issued to direct the remaining efforts on the Vendor Manual Program. A dedicated team of four (4) engineers has been assembled, whose sole responsibilities are the completion of the Vendor Technical Manual Program. j 8907310110 890721 PDR ADOCK 05000029 NI G PNU

5. Based on tasks completed under Items 2 and 3 above, vendors will be contacted requesting verifi:ation of the correct or most current manual for the equipment.

6. In parallel with Item 5, a comprehensive review of the plant procedures identified in Item 3 and their corresponding vendor

- technical manuals will commence. This review will identify the adequacy and consistency of existing procedural requirements with vendor guidanr.e. It will also identify any additional vendor requirements, which will be reviewed and dispositioned either for inclusion into current procedures, or exclusion, based on sound 1 technical evaluation. Any response to the vendor inquires will also be factored into these reviews.

7. All recommendations from Item 6 will be incorporated into plant procedures as prescribed by Plant Procedure AP-0075, as described above. This further ensures that the vendor information review / procedure update cycle becomes a routine and familiar requirement.

. We believe that we have established a viable formal program, for both the

( short-term and long-term management, and control of vendor information used in plant maintenance activities. The commitment to a dedicated, qualified team to accomplish this effort will ensure completion in a timely and efficient manner. Our current schedule is to have the majority of this program effort completed by October of this year, with the remainder of the effort completed in December 1989.

We will continue to apprise the Resident Inspector of our progress and identify problems and delays in a timely fashion. We trust this information is satisfactory; however, if you have any questions, please contact us.
