Enclosed is proposed Revision 21 to the YNPS Secur i ty Plan pursuant to the provisions of 10 CFR SO.54(p). The significant changes.

reflect upgrading of the protected area perimeter assessment and alarm system as identified in the 1986 NRC Regulatory Effectiveness Review of the YNPS. Additional changes were included to clarify co npliance with the search requirements of Reference (b).

Attachment A describes the proposed changes and Attachment B contains the revised pages. Editorial changes were made to the YNPS Plot and Site Plans for clarification. Page and text changes are highlighted by side bars in t h e m-a r g i n .
