Althcugh we recognized and documented that efforts had ot:urred to upgrade the level of off-site emergency preparedness, the detailed information that was provided confirmed and further clarified the extent of those upgrading and i enhancement efforts, and reflected a licensee commitment of significant l resources in this area. In addition, we acknowledge that the additional information that was provided demonstrated that the licensee has been ) successful in resolving most of the Emergency Response Facility Appraisal open items. However, because of issues raised during the assessment i l period (i.e., 1988 scenario problems; EAL weaknesses; and NAS equipment problems) we continue to believe that ins m ed management attention is warranted to enhance the armergency preparedness actitiW performed by l ). the YNSD Radiation Pretection Group in support of emergency preparedness for the Yankee Nuc kar Power Station. Con seq ue n t1;,, while our review of the licensee's comments on Ems.gency Prepar% ness has not resulted in revising the rating assigned to that i arer, we feel it appropriate to modify the analysis and board recomenda- { tions.
