Dear Sir:
Nuclear Regulatory Commission (NRC) Bulletin No. 88-10, Reference (b),
requested Yankee to take actions to provide reasonable assurance that molded-case circuit breakers purchased for use in safety-related applications without verifiable traceability to the circuit breaker manufacturer perform their safety functions. Attached to this letter is the required written report on our progress to date.

l Each reporting requirement in NRC Bulletin 88-10 is listed below with its l
specific respense:

All holders of operating licenses are required to provide a written report by April 1, 1989, that:
a.
Confirms that only molded-case Circuit Breakers (CBs) that meet the criteria of Item 7 of the actions requested are being maintained as
]
stored spares for future use in safety-related applications.

Response: Yankee is maintaining as stored spares for safety-related applications only CBs that meet the criteria of Action Item 7.
b.
Summarizes the total number, manufacturer, model number, and to the extent possible the procurement chain of those CBs that could not be traced to the Circuit Breaker Manufacturer (CBM) in Items 1 and 4 of the actions requested. For installed CBs, also identify each system in which they are/were installed.
If Item 4 of the actions requested has not been completed by April 1, 1989, due to the schedule for tests in Item 3 of the actions requested, this information should be updated within 30 days of the completion of Item 4 to address those additional CBs that could not be traced to the CBM.
Response: Summary sheets listing all nontraceable Cbs in stock and in service are listed on Attachments Al and A2.
Item 4 of actions requested has been completed by Yankee Atomic Electric Company (YAEC).

Confirms that Items 1, 2, 3, 4, 5, 6, and 7 of the actions requested have been completed or will be implemented as requested.
Response: Action Items 1, 2, 4, and 6, have been completed by Yankee.
Action Item 3 is not applicable to Yankee since less than 80%

NRC Bulletin No. 88-10 Action Item 7 will be implemented as requested except in the case when a breaker is no longer available from the CBM (obsolete CBs,.
This would only-apply when the CB needed cannot reasonably be replaced with a' current model CB available.from a CBM due to the physical differences between the obsolete and current models. Obsolete CBs purchased.for safety-related applications and not traceable to the CBM, will be dedicated through the commercial grade dedication program.
l Part of this dedication will be testing the CB in accordance with the test criteria specified in NRC Bulletin 88-10, Attachment A.
