REQUESTS FOR ADDITIONAL INFORMATION LICENSE RENEWAL APPLICATION DECEMBER 18, 2014 By letter dated December 9, 2014, DTE Electric Company (DTE or applicant) provided responses to the U.S. Nuclear Regulatory Commission (NRC) staffs November 10, 2014, requests for additional information (RAIs) pertaining to the Fermi 2 license renewal application environmental review. On December 18, 2014, the NRC staff and representatives of DTE held a telephone conference call to discuss and clarify the following RAI response. | |||
Response to RAI SSSH-1 A report documenting the results of a Fermi Site survey and assessment for the northern longeared bat and red knot, conducted on September 3 and 4, 2014, is enclosed with this response. | |||
Northern long-eared bat: Per the enclosed report, Michigan is within the range of the northern long-eared bat, however, there are no known occurrences within Monroe County or in the vicinity of the Fermi Site. Although there is potential habitat for the long-eared bat on the Fermi site, the bat has not been observed. | |||
Red knot: Per the enclosed report, the primary migration route for the red knot is along the Atlantic coastline with a few individuals using inland routes including rare stopovers in the Great Lakes region. The closest observation of the red knot in the vicinity of the Fermi Site occurred at the Pointe Mouillee State Game Area, located approximately six miles north, on August 23, 2014. The red knot has not been observed on the Fermi property. The Site does not provide optimal feeding or overwintering habitat, however, the red knot could potentially use the shoreline for temporary landing and resting during migration periods. | |||
Discussion: The NRC staff noted that Table 2.4-4 in the environmental report for the Fermi 3 combined license application identifies the red knot as having previously been observed on the Fermi site. The applicant stated that the red knot had been observed on the site in 1973 as part of a study performed by NUS Corporation. Based on the discussion with the applicant, the NRC staff indicated that the response to this RAI requires clarification. The applicant agreed to clarify whether or not the red knot has been observed on Fermi property and, if so, when the observation(s) occurred. | |||
