SUMMARY
OF APRIL 16, 2013, MEETING WITH THE U.S. EPR DESIGN CENTER WORKING GROUP On April 16, 2013, a Category 2 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives U.S. EPR Design Center Working Group (DCWG) at NRC Headquarters, 6003 Executive Boulevard, Rockville, MD. The purpose of the meeting was to discuss issues of common interest as they relate to the NRC staffs review of the U.S. EPR Design Certification (DC) application, and the Combined License Applications (COLA) for the Calvert Cliffs Nuclear Power Plant, Unit 3 (CCNPP3) and the Bell Bend Nuclear Power Plant (BBNPP). The agenda was included as part of the meeting notice (Agency wide Documents Access and Management System (ADAMS) Accession No. ML13079A237). A list of attendees is provided as Enclosure 1.
After introductions, Greg Gibson of UniStar proposed next meeting on June 11, 2013, as an Executive DCWG meeting involving NRC management. UniStar will provide a meeting agenda.
The attendees also reviewed the action items list (presented in Enclosure 2) via overhead projection. The status of those items is as shown in the enclosure. The remainder of the agenda was addressed in the following order:
DCWG Agenda Item: DC Design Specification Completion Strategy The NRC staff indicated that an audit plan for the design specification audit has not been finalized. The NRC staff likes to conduct an audit after the entire design specification is complete by June 30, 2013, selecting a sample for their review at that time. Also the NRC staff indicated that an audit plan is not intended to select an audit sample, but will rather define the audit criteria and attributes to be reviewed. The NRC staff indicated it will finalize the audit plan and convey the audit schedule to AREVA as soon as possible.
DCWG Agenda Item: Feedback on AREVA Advanced Response to Bulletin 2012-01 The NRC staff (Roy Mathew) indicated that the AREVA advance response to Request For Additional Information (RAI) 564, regarding Bulletin 2012-01 is not acceptable because the existing protection scheme is inadequate. The NRC staff requested that AREVA detect and provide a design feature for electrical Design vulnerability due to phase failure. The NRC staff will provide a written response to AREVA. The NRC staff also advised EPR DCWG to participate in the industry forum on this topic.
DCWG Agenda Item: Seismic Margin Assessment DCWG presented a markup of the AREVA U.S. EPR final safety analysis report (FSAR)
Section 19.1.5.1.1.3, Seismic Fragility Evaluation to address ongoing NRC staff review. The NRC staff provided detail comments on the proposed markup. AREVA will assess these comments and reevaluate the issue in an upcoming public meeting.
DCWG Agenda Item: Status of Fukushima Issues The DCWG presented an update of the Fukushima Response Status (ADAMS Accession No. ML13007A066). The discussion addressed items that remained open from the April 3, 2013, U.S.EPR Fukushima Mitigation Strategies Update. The following issues were discussed.
- 1. The NRC staff questioned, if testing was already being done to complete Fukushima actions, it should be documented the results with inspection, test, analysis, and acceptance criteria ITAAC. AREVA indicated that no specific (ITAAC) are needed for Reactor Coolant Pump (RCP) Seal Leakage and Accumulator Addition Rate. The NRC staff requested that AREVA articulate the need for ITAAC in their Fukushima Technical Report Submittal.
- 2. AREVA and combined operating license (COL) applicant agreed that determination of COL Items should await the finalization of Fukushima Technical Report. The NRC staff asked whether COL items needed for multi-unit dose, integrated procedures, etc.
- 3. Station Blackout (SBO) rulemaking status was discussed. The DCWG is preparing comments to the proposed SBO rulemaking. Comments will be compiled by AREVA and submitted to NRC staff by the end of May 2013.
- 4. AREVA indicated that the response to RAI 563 and the Fukushima Technical Report will be submitted by end of April 2013. A public meeting to walk through the Technical Report was proposed with NRC reviewer some time at the end of May 2013. AREVA asked the NRC staff to provide feedback in a public meeting during week of June 10, 2013. The RCOLA will submit its response to RAI 379 and RAI 388 by middle of June 2013.
In another topic, AREVA commented that several of the DCWG topics had evolved into technical issue status update, which should be more appropriate for schedule technical meeting and not for DCWG meeting. Accordingly, AREVA requested future DCWG meeting agenda should have both the NRC and industry management approval.
The next DCWG meeting proposed date is June 11, 2013. The subsequent DCWG meetings were proposed for July 23, and September 10, 2013.
This concluded the public portion of the meeting. Jana Bergman from Scientech is only member of the public was in attendance in-person. No member of public was attending via telephone conference line.
