OF TELEPHONE CONFERENCE CALL HELD ON DECEMBER 8, 2014, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND DTE ELECTRIC COMPANY, CONCERNING REQUESTS FOR ADDITIONAL INFORMATION, RAI SET 12 PERTAINING TO THE FERMI 2 LICENSE RENEWAL APPLICATION (TAC NO. MF4222)

The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of DTE Electric Company (DTE or the applicant) held a telephone conference call on December 8, 2014, to discuss and clarify the staffs draft request for additional information (DRAI) 3.5.2.3.2-2 concerning the Fermi 2 license renewal application. The telephone conference call was useful in clarifying the intent of the staffs DRAI. provides a listing of the participants and Enclosure 2 contains the DRAI discussed with the applicant, including a brief description on the status of the items.

The applicant had an opportunity to comment on this summary.

SUMMARY

OF TELEPHONE CONFERENCE CALL FERMI 2 LICENSE RENEWAL APPLICATION DECEMBER 8, 2014 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of DTE Electric Company (DTE or the applicant) held a telephone conference call on December 8, 2014, to discuss and clarify the following draft request for additional information (DRAI) concerning the Fermi 2 license renewal application (LRA).

DRAI 3.5.2.3.2-2

Background:

LRA Table 3.5.2-2 states that for steel sheet piles for shore barriers exposed to soil or groundwater, aging effects are not applicable and no Aging Management Program (AMP) is proposed. The Aging Management Review (AMR) item cites plant-specific note 502, which states, [b]ecause steel piles driven into undisturbed soils are unaffected by corrosion and because steel piles driven into disturbed soils have experienced only minor to moderate corrosion that does not significantly affect continued safety function performance during the license renewal term, no aging management is required.

Issue:

Generic Aging Lessons Learned (GALL) Report item TP-219 states that steel piles exposed to soil or groundwater should be managed for loss of material due to corrosion. The staff lacks sufficient information to conclude that steel sheet piles for shore barriers exposed to soil or groundwater will have no aging effect.

Request:

State the basis for why there are no aging effects for steel piles exposed to soil or groundwater; or propose applicable aging effects and how they will be managed.

Discussion:

The staff provided clarification related to its request in draft RAI 3.5.2.3.2-2.

The applicant stated that draft RAI 3.5.2.3.2-2 is similar to RAI B.1.39-2, issued in RAI Set 8 by letter dated November 25, 2014.

The applicant understands the staffs concerns and will address them as part of its response to RAI B.1.39-2.

This request will not be issued.
