SUMMARY
OF FEBRUARY 25, 2015, PRE-APPLICATION TELECONFERENCE WITH DTE ELECTRIC COMPANY FOR A PROPOSED RELIEF REQUEST REGARDING THE CORE SPRAY SYSTEM PUMPS (TAC NO. MF5700)
On February 25, 2015, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of DTE Electric Company (DTE, the licensee). The meeting notice and agenda, dated February 12, 2015, are publicly available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML15043A245. The NRC granted an inservice testing relief request on January 31, 2013, (ADAMS Accession No. ML13022A456), for the Core Spray System pumps. The relief request had three parts: (1) relief to continue performing the quarterly inservice test with two pumps operating at the same time, (2) relief to permit continued use of a pump flow reference curve instead of a single-fixed reference value for flow, and (3) relief to delay the comprehensive pump test to the next planned refueling outage. The NRC staff granted the request through the end of refueling outage (RF) 17, except for the use of pump reference curves in item (2) above.
The use of pump reference curves may continue until one year after startup from RF 17. The purpose of the meeting was to discuss the licensee's proposed relief request for the first item for the remainder of the current 3rd interval.
The licensee presented information on the background and content of the proposed relief request. It described its proposed plan to perform certain plant modifications to address the items in the January 31, 2013, relief request. Specifically, it plans to modify the valve internals in the Core Spray pump test line to continue the quarterly Group B testing with two Core Spray System pumps operating. The proposed relief request seeks NRC's approval to continue the pump Group B tests as noted in item (1) above. The licensee is not including items (2) or (3) listed above in the proposed relief request.
The NRC staff queried the licensee about several aspects of the proposed changes.
Additionally, the NRC staff noted that the recent rulemaking changes to § 50.55a of Title 10 of the Code of Federal Regulations (10 CFR) should be adhered to in the licensee submittal if applicable. DTE staff acknowledged the NRC staff's questions and comments and stated that they would be considered as the licensee continues to prepare its submittal. No regulatory decisions were made at the meeting.
The licensee tentatively plans to submit the proposed relief request in March 2015, and is requesting NRC approval in November 2015 to support the first test after the RF 17.
Subsequent to the pre-application teleconference on February 25, 2015, the licensee submitted the inservice testing program relief request, PRR-012, (ADAMS Accession No. ML15064A073) for quarterly test of Core Spray pumps on March 5, 2015.
