RENEWAL OF FULL-POWER OPERATING LICENSE FOR FERMI 2 In its July 25, 2005, staff requirements memorandum for COMSECY-05-0025, Renewal of Full-Power Operating License for Arkansas Nuclear One, Unit 2, the Commission directed the U.S. Nuclear Regulatory Commission (NRC) staff to notify the Commission through a memorandum at least 3 days before issuing a renewed license. In accordance with this direction, the staff is informing the Commission that on November 29, 2016, the NRC will issue Renewed Facility Operating License No. NPF-43 for Fermi 2 (at Enrico Fermi Nuclear Generating Station).
By letter dated April 24, 2014, DTE Electric Company (DTE or the applicant) submitted a license renewal application to renew operating license NPF-43 for Fermi 2. The staff reviewed the license renewal application in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 51, Environmental Protection Regulations for Domestic Licensing and Related Regulatory Functions, and 10 CFR Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants. Region III also performed inspections, as described in a memorandum dated July 21, 2016, from Cynthia Pederson, Regional Administrator (Agencywide Documents Access and Management System (ADAMS) Accession No. ML16203A190). The staff documented the results of its safety review in Safety Evaluation Report Related to the License Renewal of Fermi 2, issued July 2016 (ADAMS Accession No. ML16190A241). The staff also documented the results of its environmental review in a supplemental environmental impact statement published in September 2016 as NUREG-1437, Supplement 56, Generic Environmental Impact Statement for License Renewal of Nuclear Plants Regarding Fermi 2 Nuclear Power Plant, (ADAMS Accession No. ML16259A103 for Volume 1 and No. ML16259A109 for Volume 2), and a record of decision (ADAMS No. ML16270A567).

The Commissioners In accordance with 10 CFR 54.25, Report of the Advisory Committee on Reactor Safeguards, the Advisory Committee on Reactor Safeguards (ACRS) reviewed the license renewal application for Fermi 2. The ACRS completed its review during its 636th meeting, held September 8-10, 2016, and documented its findings in a letter to the Commission dated September 16, 2016 (ADAMS Accession No. ML16257A527).
Pursuant to the June 5, 2002, Staff Requirements Memorandum for SECY-02-0088, Turkey Point Nuclear Plant, Units 3 and 4, Renewal of Full-Power Operating Licenses, that authorizes the Director of the Office of Nuclear Reactor Regulation (NRR) to issue all future uncontested license renewals without prior Commission authorization, the Director of NRR will issue Renewed Facility Operating License No. NPF-43 for Fermi 2 on November 29, 2016.
