The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of DTE Electric Company (DTE or the applicant) held a telephone conference call on April, 7, 2015, to discuss license renewal interim staff guidance (LR-ISG) LR-ISG-2012-02, Aging Management of Internal Surfaces, Fire Water Systems, Atmospheric Storage Tanks, and Corrosion Under Insulation, and clarify the staffs requests for additional information (RAIs) B.1.1-1a and B.1.45-2 concerning the Fermi 2 license renewal application. The telephone conference call was useful in clarifying the intent of the LR-ISG and the staffs RAIs. provides a listing of the participants and Enclosure 2 contains the RAIs discussed with the applicant, including a brief description on the status of each of the items.

The applicant had an opportunity to comment on this summary.

OF TELEPHONE CONFERENCE CALL FERMI 2 LICENSE RENEWAL APPLICATION APRIL 7, 2015 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of DTE Electric Company (DTE or the applicant) held a telephone conference call on April 7, 2015, to discuss license renewal interim staff guidance (LR-ISG) LR-ISG-2012-02, Aging Management of Internal Surfaces, Fire Water Systems, Atmospheric Storage Tanks, and Corrosion Under Insulation, and clarify the following requests for additional information (RAIs) concerning the Fermi 2 license renewal application (LRA).

RAI B.1.1-1a and LR-ISG-2012-02, Aging Management of Internal Surfaces, Fire Water Systems, Atmospheric Storage Tanks, and Corrosion Under Insulation

Background:

By letter dated March 13, 2015, the staff issued RAI B.1.1-1a (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15051A420).

LR-ISG-2012-02, Aging Management of Internal Surfaces, Fire Water Systems, Atmospheric Storage Tanks, and Corrosion Under Insulation, provides changes to NUREG-1801, Generic Aging Lessons Learned (GALL) Report, and NUREG-1800, Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants.

Discussion:

The applicant stated that LR-ISG-2012-02 is not clear with regards to whether the guidance recommends inspection of 25 percent of the bottom of aboveground metallic tanks each inspection period or 100 percent, when using nondestructive examination methods such as ultrasonic testing (UT).

The staff stated that the RAI response should be clear in regard to the surface area and volume of the tank bottom that would be inspected. For example, if 25 percent of the tank bottom will be inspected, the response should state whether 100 percent of the 25 percent would be inspected; or if discrete UT inspection points will be conducted, the grid spacing should be stated.

The applicant understands and will provide a response to RAI B.1.1-1a.

RAI B.1.45-2

Background:

By letter dated March 26, 2015, the staff issued RAI B.1.45-2 (ADAMS Accession No. ML15077A108). The applicant requested clarification on the staffs request.

ENCLOSURE 2

Discussion:

The applicant noted a minor error under the Issue and Request sections of RAI B.1.45-2.

The inspection intervals referenced in the RAI are recommended in the corrective action program element of Aging Management Program (AMP) XI.M42 and not in the acceptance criteria program element of the AMP. The staff agreed with the applicants comment. The applicant will provide a response to RAI B.1.45-2 reflecting this correction.
