OF DECEMBER 4, 2018, PUBLIC MEETING WITH DTE ELECTRIC COMPANY REGARDING UPCOMING LICENSE AMENDMENT REQUEST TO TRANSITION FROM AN 18- TO A 24-MONTH FUEL CYCLE. (EPID L-2018-LRM-0081)

On December 4, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of DTE Electric Company (DTE, or the licensee). The purpose of the meeting was to discuss an upcoming license amendment request (LAR) which would transition Fermi 2 from an 18-month fuel cycle to a 24-month fuel cycle.

The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML 1832A096. The meeting notice is also posted on the NRC public website. The attendance list for the meeting is enclosed. The licensee's presentation slides are available at ADAMS Accession No. ML18337A025.

Currently, Fermi 2 uses the surveillance frequency control program defined in technical specification 5.5.15 to determine surveillance frequencies. However, the licensee will be submitting a LAR based on Generic Letter 91-04 to address the surveillance and test frequency changes required for a 24-month fuel cycle. DTE may also submit a separate LAR to revise the safety limit minimum critical power ratio for the fuel and core design.

There was a discussion regarding Fermi 2's current core design strategy and what DTE expects to transition to after they adopt a 24-month fuel cycle.

Two members of the public participated in the meeting by teleconference. The members of the public prompted a discussion regarding the safety implications of transitioning to a 24-month cycle and how long it typically takes for NRC to issue a license amendment.

DTE stated that it expects to submit the LAR in fall of 2019.

No regulatory decisions or commitments were made during the meeting.
