SUMMARY

OF JUNE 27, 2018, PUBLIC MEETING WITH DTE ELECTRIC COMPANY REGARDING UPCOMING LICENSE AMENDMENT REQUEST TO REVISE A LICENSE CONDITION RELATED TO BORAFLEX STORAGE RACKS (EPID L-2018-LRM-0031)

On June 27, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of DTE Electric Company (DTE, or the licensee).

The purpose of the meeting was to discuss an upcoming license amendment request (LAR) to eliminate a license condition related to the Boraflex storage racks, and to revise Technical Specifications (TS} 4.3.1.a, 4.3.1.c, and 5.5.13. A portion of the meeting, which included a presentation by a representative from Global Nuclear Fuel -Americas, LLC (GNF), was closed to the public due to the proprietary nature of the material.

The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML18176A026. The meeting notice is also posted on the NRC public website. The attendance list for the meeting is enclosed. The licensee's presentation slides are available at ADAMS Accession No. ML18177A208.

The licensee described an existing license condition that was imposed as a condition of license renewal that would require replacement of the Boraflex storage racks in the spent fuel pool (SFP) with Boral before the period of extended operation (i.e., March 20, 2025). As an alternative to the replacement, the licensee is proposing to install NETCO-SNAP-IN neutron absorbing inserts in the existing Boraflex storage racks. The licensee plans to request elimination of the license condition, changes to TSs to reflect the installation of the inserts, and deletion of the Boraflex montoring program. The licensee laid out the proposed schedule for installation of the inserts and implementation of the amendment, if approved. The projected completion date would allow sufficient time to complete the installation and implementation prior to the March 2025 deadline for replacement of the Boraflex storage racks. The LAR will be similar to previously approved amendments such as Quad Cities, Peach Bottom, and LaSalle.

During the presentation by DTE, it stated that the criticality analysis follows the guidance of NEI 12-16, Revision 2, Draft B, "Guidance for Performaing Criticality Analyses of Fuel Storage at Light-Water Reactor Power Plants" (ADAMS Accession No. ML17009A343), which was the version in effect at the time the analysis was performed. The NRC staff asked if DTE planned to provide the Criticality Analysis Checklist from NEI 12-16, and recommended that its inclusion with the LAR would be helpful. DTE stated that it would consider providing the checklist.

The NRC staff asked clarification questions regarding the elimination of the Boraflex monitoring program from TS 5.5.13. DTE stated that it currently does plan to replace the Boraflex

monitoring program in TS 5.5.13 with a program to monitor the inserts. The staff also asked if there would be a gap in the licensing basis if the Boraflex TS was removed because the description of the neutron-absorbing material monitoring program in the updated final safety analysis only applies to the period of extended operation. DTE stated that it would review the matter to ensure there will be no gap in the licensing basis if it proposes to remove the TS.

The NRC staff noted that it is currently reviewing an application for Fermi 2 to adopt Technical Specifications Task Force Traveler (TSTF)-542, "Reactor Pressure Vessel Water Inventory Control," and recommended that DTE review its planned submittal for any impact it may have on the TSTF-542 LAR. DTE indicated that it would review the proposed LAR for any impact on the TSTF-542 LAR under review.

A representative from Curtiss-Wright, the vendor of the NETCO-SNAP-IN inserts, discussed the design, testing, and material monitoring program for the inserts. The coupon surveillance programs will align with Nuclear Energy Institute 16-03, "Guidance for Monitoring of Fixed Neutron Absorbers in Spent Fuel Pools" (ADAMS Accession No. 17262AOOO). The NRC staff asked several clarification questions regarding the design and testing of the NETCO-SNAP-IN inserts for which the representative from Curtiss-Wright supplied satisfactory responses.

During the closed portion of the meeting, a representative from GNF described the calculations conducted for the SFP criticality analysis.

DTE stated that it expects to submit the LAR in late 2018.

Three members of the public participated in the meeting by teleconference. The members of the public provided comments regarding the capacity of the SFP storage, whether reracking of the SFP would be pursued, and the safety of SFP with regard to fires. One member of the public expressed his opposition to proposed amendment and the licensee being allowed to install the NETCO-SNAP-IN inserts under Section 50.59 of Title 1O of the Code of Federal Regulations. Another member of the public expressed concern that the licensee is pursuing an inexpensive option. No public meeting feedback forms were received.

No regulatory decisions or commitments were made during the meeting.
