SUMMARY

OF FEBRUARY 9, 2017 PUBLIC MEETING WITH DTE ELECTRIC COMPANY TO DISCUSS THE POTENTIAL UPCOMING EXIGENT LICENSE AMENDMENT REQUEST REGARDING TECHNICAL SPECIFICATION 3.3.5.1 "EMERGENCY CORE COOLING SYSTEM (ECCS) INSTRUMENTATION" (CAC NO. MF9281)

On February 9, 2017, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of DTE Electric Company at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the licensee's possible exigent license amendment request (LAR) regarding proposed changes to Fermi 2 technical specifications, which would add footnotes indicating that the injection functions of high pressure coolant Injection (HPCI) and manual initiation HPCI and RCIC (reactor core isolation cooling) are not required to be operable under low reactor pressure conditions. These proposed changes are needed to support startup from future outages. The meeting notice and agenda, dated February 2, 2017, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17033A108. A list of attendees is provided in Enclosure 1.

The licensee presented information (See ADAMS Accession No. ML17038A343). In the presentation DTE briefly listed the names of other plants that had required this TS change. DTS also provided Fermi 2's outage schedule which was scheduled to begin in the middle of March, to emphasize the urgency of the amendment.

The NRC staff asked the licensee about its justification for the exigent amendment request. The licensee described why it was not able to request a regular license amendment and the timeline that led to the determination that it would need the approval of the amendment in 30 days. The staff requested that the licensee be very clear and succinct on the justification for requesting an exigent LAR. The staff also emphasized the need for a complete application as any request for additional information would cause the timeline to slip and the issuance of the amendment could be delayed.

The licensee indicated that it understood the NRC staff's concerns.

Three members of the public were in attendance by phone, and one in person. Public Meeting Feedback forms were not received.
