The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of DTE Electric Company held two telephone conference calls on August 4, and 18, 2015, to discuss the applicants Boraflex Monitoring Program concerning the Fermi 2 license renewal application. provides a listing of the participants and Enclosure 2 contains a listing of the items discussed with the applicant, including a brief description on their status.

The applicant had an opportunity to comment on this summary.

SUMMARY

OF TELEPHONE CONFERENCE CALLS FERMI 2 LICENSE RENEWAL APPLICATION AUGUST 4, AND 18, 2015 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of DTE Electric Company (DTE or the applicant) held two telephone conference calls on August 4, and 18, 2015, to discuss the applicants Boraflex Monitoring Program concerning the license renewal application (LRA).

RAIs B.1.3-1 and B.1.3-1a

Background:

By letters dated January 26, 2015, and April 10, 2015, the applicant provided its response to RAIs B.1.3-1 and B.1.3-1a, respectively. The applicants response did not provide sufficient information to address the staffs concerns.

Discussion:

During a conference call held on August 4, 2015, the applicant discussed its plan to submit a commitment to install neutron absorbing inserts in the spent fuel pool at Fermi 2 prior to the period of extended operation, eliminating the need for a Boraflex Monitoring Program.

During a subsequent conference call held on August 18, 2015, the staff discussed with the applicant potential options, based on information available, to address its concerns regarding the applicants Boraflex Monitoring Program.

By letter dated September 24, 2015, the applicant submitted an update to the Fermi 2 LRA related to the Boraflex Monitoring Program. In the letter, the applicant stated that the Boraflex currently utilized in the spent fuel racks will not be credited for neutron absorption during the period of extended operation. The applicant indicated that the Boraflex Monitoring Program will not be relied upon during this same period.
