RAI for FERMI 2 - LAR Regarding the Availability of HPCI and RICI At Low Pressure Conditions Attachments: MF9330 RAI.docx

Dear Mr. Haas,

By letter dated February 23, 2017 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML17055A365), DTE Electric Company (the licensee) submitted a license amendment request to revise the Technical Specifications (TS) for Emergency Core Cooling System Instrumentation (TS 3.3.5.1) and Reactor Core Isolation Cooling System Instrumentation (TS 3.3.5.2). The proposed changes add footnotes indicating that the injection functions of "Drywell Pressure - High" for High Pressure Coolant Injection and "Manual Initiation" for HPCI and RCIC are not required to be operable under low reactor pressure conditions.

You may accept this as a formal request for additional information and due to the expedited nature of this amendment request, respond to the questions by March 31, 2017. Alternatively, you may request to discuss the content of the RAIs with the NRC staff in a conference call, including any change to the proposed response date. Please let me know if you have any questions or concerns.

Sincerely, Sujata Goetz Project Manager, Fermi, Unit 2 Nuclear Regulatory Commission 11555 Rockville Pike Office of the Nuclear Reactor Regulation NRC/NRR/DORL/LP3 Mailroom, 08C10 Rockville, MD 20852-2738 Washington, DC 20555-0001 (o) 301.415.8004 (fax) 301.415.3313 (fax)

RAI-1

The LAR defines the low pressure range as being between 150 psig and 600 psig. The calculations provided in the proprietary enclosure included with the LAR support a limit of 552 psig. Provide calculations, test result and references to support the 600 psig.
