SUMMARY

OF OCTOBER 19, 2022, TELECONFERENCE MEETING WITH DTE ELECTRIC COMPANY REGARDING PROPOSED LICENSE AMENDMENT PERTAINING TO THE EMERGENCY CORE COOLING SYSTEM STRAINER PERFORMANCE EVALUATION FOR FERMI 2 (EPID L-2022-LRM-0078)

On October 19, 2022, an observation meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and DTE Electric Company (the licensee). The purpose of the meeting was to discuss the licensees upcoming license amendment request (LAR) regarding the emergency core cooling system (ECCS) strainer performance evaluation for Fermi 2. The meeting notice and agenda, dated October 19, 2022, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML22278A189. Enclosed is a list of attendees at the meeting.

During the meeting, the licensee presented information (ML22216A006) outlining the licensing and technical aspects of the upcoming submittal. The licensee plans to submit the LAR in the fourth quarter of 2022.

The licensee discussed its presentation slides, and the NRC staff asked several clarifying questions regarding the items listed below. The licensee plans to address these items in the upcoming LAR submittal.

The licensees presentation slide No. 13 noted that the Fermi analysis replaces tested fiber limit with an 1/8-inch fiber mat. The NRC staff recommended, and the licensee agreed, to provide adequate justification for 1/8-inch fiber mat thickness used in the Fermi analysis. Additionally, the NRC staff recommended that the licensee include in its submittal how the non-fibrous debris, such as Min-K, Microtherm, and Cal-Sil, etc., was treated in the analysis. The NRC staff also recommended that details of any sensitivity studies performed to establish the adequacy of the assumed mat thickness be included in the submittal.

The licensees presentation slide shows that it plans to submit the LAR in the fourth quarter of 2022 with an expectation to get the NRC approval by the fourth quarter of 2023. To this, the NRC staff clarified that our review schedule and the response will depend on the availability of the technical reviewers and the other concurrent workload at the time this LAR is received. The NRC staff also indicated that the licensee should build their schedule considering that the staff may conduct a technical audit to fully understand the licensees analysis methodology prior to developing any requests for the additional information.

The NRC staff also recommended that the licensees submittal includes description about the specific measures implemented on the recirculation piping to mitigate potential for the intergranular stress corrosion cracking (IGSCC), information on the chemical treatment in the reactor cooling system (RCS) to minimize IGSCC in the RCS piping, and the description of any flaws detected in the RCS piping and the piping in scope of the ECCS strainer performance evaluation.

The NRC staff commented on the statement on slide No. 24 that CDF initiated by external events (e.g., fire and seismic) including excess debris sources are judged to be small or negligible and will not change the risk conclusions based on the similar BWR risk evaluations. The staffs recommendation was that justification to support this statement be provided in the licensees amendment request. In addition, the staff also recommended that the licensee include a summary of PRAs peer review history, including the F&O closure process, in their submittal.

No members of the public were in attendance. No regulatory decisions were made as a result of this teleconference. Public Meeting Feedback forms were not received.
