Specifically, the licensee failed to ensure: (1) individuals follow processes, procedures, and work instructions [H.8]; (2) the organization operates and maintains equipment within design margins. Margins are carefully guarded and changed only through a systematic and rigorous process. Special attention is placed on maintaining fission product barriers, defense-in-depth, and safety related equipment [H.6]; and (3) the organization provides training and ensures knowledge transfer to maintain a knowledgeable, technically competent workforce and instill nuclear safety values [H.9].

WOLF CREEK GENERATING STATION - NRC SECURITY BASELINE INSPECTION REPORT 05000482/2016404

Dear Mr. Heflin:

On August 25, 2016, the U.S. Nuclear Regulatory Commission (NRC) completed a security inspection at your Wolf Creek Generating Station, and on September 27, 2016, the NRC inspectors discussed the results of this inspection with Mr. S. Smith, Plant Manager, and other members of your staff. The results of this inspection are documented in the enclosed report.

NRC inspectors documented three findings of very low security significance (Green) in this report. All of these findings involved violations of NRC requirements. The NRC is treating these violations as non-cited violations (NCVs) consistent with Section 2.3.2.a of the Enforcement Policy.

If you contest the violations or significance of these NCVs, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the U. S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC 20555-0001; with copies to the Regional Administrator, Region IV; the Director, the Director of Enforcement; the Director of Nuclear Security and Incident Response; and the NRC resident inspector at the Wolf Creek Generating Station.
